The bill was a response to the global catastrophe [[The Plagues]] created by the terrorist Different [[Cabot]]. The first section of the bill codified into law many of the emergency powers that had been granted to Defense Department [[Section 26]], through a series of executive orders made in 1982-1985. This included the right to detain and investigate suspected Differents with only a reasonable suspicion that the individual is a Different or is hiding or masking the nature of their abilities. Different individuals could also be detained indefinitely if their Differentiation was considered to be a global threat, or if they could not fully control their abilities. The second section of the bill expanded the budget and scope of [[Section 26]], it required all Differents, or individuals with a reasonable suspicion that they might be a Different, to submit themselves to [[Section 26]] custody and remain there until that individual's abilities could be evaluated, and he/she is determined to be safe to themselves and the community. [[Section 26]] was granted the power and the appropriate budget to create facilities for the evaluation of Differents. Different individuals are responsible for paying for their own care and evaluation, known as a [[Cost of Living Obligation]]. Elements of the law have been challenged and upheld in the Supreme Court. Houston Metro Area]]. == Excerpts from the law below: == '''Article 2 Section 1 of the Different Acts of 1986''' Upon the establishment that any individual is a Different, that individual must immediately surrender themselves to the custody of the Defense Department, Section 26. The individual shall remain in the custody of Section 26 until such time as the extent of the individual's abilities are established and the individual is determined to be safe for the community. '''Article 2 Section 2 of the Different Acts of 1986''' All costs and expenditures associated with the care and evaluation of the Different shall be the sole responsibility of that individual. Upon release from Section 26, the Different individual will be required to pay the debt, such as they are able. The interest rate and terms of the debt shall be determined by the Federal Reserve.
