Soviet military operative who confronted BlueHawk in Vietnam in 1965. After killing thousands as a result of their battle, the two agreed to remain within their national borders. Borshev honored this agreement until 1982, when he and BlueHawk mutually agreed to leave their national borders in order to track the terrorist Different Cabot in the Middle East. Cabot, BlueHawk, and Borshev are all missing an presumed dead as a result of the ensuing confrontation.
